Wow, that's terrible. I've never heard of squirrels eating tomatoes. Are they sure they're squirrels and not something else?
Keeping out squirrels is going to be exceedingly difficult. Can you post photos of the place they're growing them? I'll be happy to try and troubleshoot this with you!
We've tried to keep squirrels out of a bird feeder, and I'll show you what we have that actually works.

I only know squirrels have been in my planters because I find nuts in them every spring. But with such a harsh and long winter they and deer, even a bear at a friends house are going for anything they can find.
Do you have the tomatoes in a cage/staked? Maybe throwing some wildlife netting over them could work. You'd have to pull up the nets to get to the plant, but it should make it inconvenient enough to deter the squirrels.
