I don't know specifically for southern california, but you might try Johnny's:

I know they test their seeds for viability, which is sometimes a little rare in the seed world. I haven't actually bought from them before (I have other, northwest-specific places I buy from), but I have heard a recommendations for them from someone who knows a lot about the seed business.

I wonder how gardening is like in LA? I bet things grow like crazy there.
